This is the highest grade for this cadre. Â An officer at this level will be responsible to the Chief Executive Officer for the overall management of public communication function.
(a) Duties and responsibilities at this level will entail:
(i) Developing and implementing corporate communications strategy, policies and programmes;
(ii) Promoting ICTA's image;
(iii) Publicizing the organization's activities;
(iv) Advising the Management on communication matters, solutions and best practices;
(v) Editing and production ofthe organization's newsletters, magazines and brochures;
(vi) Managing Media Information Service;
(vii) Facilitating press conferences, official functions, visits, seminars, workshops, public relations exhibitions and other organizational social events;
(viii) Preparing speeches, briefs, press supplements, press statements, news releases and feature articles;
(ix) Liaising with the Government and other stakeholders on matters of concern to ICTA;
(x) Monitoring ICTA customer service levels;
(xi) Collaborating with media houses for coverage of the organization's events and raising public awareness of ICTA functions and activities;
(xii) Providing critical analysis of news (press review) regarding the organization;
(xiii) Managing matters of corporate interest and corporate social responsibility programs; and
(xiv) Resolving media queries and complaints.
(xv) Implementing on behalf of the Authority the access to information Act.
(b) Job and Personal Specifications
(i) At least nine (9) years of relevant work experience in Public or Private Sector, three (3) of which in Management;
(ii) Bachelors degree in any of the following fields: - Communication, Public Relations, Corporate Communication, Journalism, Mass Communications or any other equivalent qualification from a recognized institution
(iii) Masters degree in any of the following fields: - Communication, Public Relations, Corporate Communication, Journalism, Mass Communications or any other equivalent qualification from a recognized institution;
(iv) Certificate in Computer Application Skills from a recognized institution;
(v) Leadership Course lasting less than four (4) weeks from a recognized institution;
(vi) Meets the provision of Chapter Six of the Constitution;
(vii) Excellent interpersonal and communication skills; and
(viii) demonstrated a clear understanding of the mandate of the ICT Authority and the role of Public Communication in the realization of the Authorityâs strategic objectives.
(c) Competencies and Skills
(i) Ability to write, edit and produce a variety of communications materials for release to media and other stakeholders.
(ii) Ability to establish and maintain working relationships with the media, Government officials, employees, donors, stakeholders and the general public.
(iii) Ability to communicate and make presentations to special interest groups, donors, development partners, stakeholders and the general public.Â
(iv) Ability to conduct research and to provide practical training in communication strategies, methods and techniques to staff and other stakeholders.
