Duties and responsibilities will entail: -
(a) Initiating the development of E-Government strategy;
(b) Spearheading system-wide initiatives to improve efficiency and effectiveness GoK business processes in accordance with priorities and directions negotiated and discussed with various leadership groups;
(c) Overseeing the development of best practice requirements for e-government and enterprise systems and procurement and / or implementation of enterprise systems in the most cost-effective and sustainable manner possible;
(d) Analysing ICT systems to determine effectiveness. identify inadequacies, inefficiencies and problems and recommend solutions;
(e) Overseeing the development, implementation, and maintenance of all applications, websites, Emails and web portals for Government MDAs and Counties;
(f) Coordinating the design, creation, hosting, administration, securing and maintenance of critical data hubs and data warehouses for Government MDAs and Counties;
(g) Ensuring adequate security and resilience is in place for e-service and enterprise systems;
(h) Ensuring the development of relevant technical skills and service knowledge for staff within the E-Government department;
(i) Coordinating the preparation of work plans and budgets for the E-Government department;
(j) Liaising with relevant stakeholders in the development and review of the e-government systems; enterprise systems and information management standards;
(k) Collaborating with stakeholders in ICTA on integration and sharing of information for improved service delivery across Government;
(l) Overseeing the execution of the approved sectional work plans and budgets;
(m) Overseeing performance improvement plans in the Department; and
(n) Ensuring preparation of all monthly, quarterly and annual reports for the department.
(b) Personal Specifications
(i) At least nine (9) years relevant work experience in Public Service or private sector, three (3) of which in Management;
(ii) Bachelor's degree in any of the following fields from a recognized institution: Information and Communication Technology (ICT) Computer Science, Electrical Engineering, Computer Engineering Computer Science, Computer Software/Computer Systems Engineering, Information Systems, Mathematics or in any other ICT-related discipline from a recognized institution;
(iii) Master's Degree in Information and Communication Technology (ICT) or in any other ICT-related discipline from a recognized institution;
(iv) Master's degree in any of the following: Information and Communication Technology (ICT) or in any other ICT-related discipline from a recognized institution;
(v) Relevant certifications in Enterprise applications (such as SAP, Oracle, Microsoft) is an added advantage;
(vi) Leadership Course lasting not less than four (4) weeks from a recognized qualification;
(vii) Member of a professional body such as ICT Association of Kenya (ICTAK), IMIS;
(viii) Knowledge of information technology designs, setups, installation, implementation and maintenance;
(ix) Membership to a relevant professional body; and
(x) Shown merit and ability as reflected in work performance and results.
(c) Competencies and Skills
(i) Management experience in leading and developing an ICT support team
(ii) Analytical skills; able to evaluate information and situations and take sound decisions
(iii) Project management skills and ability to prioritize
(iv) Excellent organizational and analytical skills
