The Information and Communication Technology Authority (ICTA) is a State Corporation under the Ministry of Information Communication and Technology. The corporation was established in August 2013.
The Authority is tasked with rationalizing and streamlining the management of all Government of Kenya ICT functions. Its broad mandate entails enforcing ICT standards in Government and enhancing the supervision of its electronic communication. The Authority also promotes ICT literacy, capacity, innovation and enterprise in line with the Kenya National ICT Masterplan 2017.
The Board of ICT Authority now invites applications from suitably qualified and experienced persons with excellent academic credentials to fill the following positions to be deployed in Nairobi. The two (2) positions will be on two (2) years contract.

1.0. Regional Resident Engineer ICTA 6 (1 Position)(Contract)
The officer will be responsible to the PMO.
a) Job Description
Duties and responsibilities will entail: –
(i) Coordinate and Supervise project installations in the region. This should include among others:
a. Oversee project schedules, and resources
b. Prepare and Submit Regular and periodic reports of the project status
c. Manage the Authorities contractor to ensure adherence to time and quality requirements
d. Organise and conduct project meetings
(ii) Undertake design and installations of FTTx installations in the region
(iii) Ensure all Telecoms AND civil works is done in accordance with ICTA Specifications, standards, processes, and procedures
(iv) Identify training gaps and develop capacity development measures for team staff in the region
(v) Analyze survey reports, maps, drawings, blueprints, aerial photography, and other topographical or geologic data to plan projects
(vi) Provide technical support and maintenance for Field Operations and government offices in the region.
(vii) Ensure Environmental Health Safety (EHS) and Occupational Safety Heath Administration (OSHA) standards are adhered to onsite.
(viii) Carry out regular project inspections to ensure that its implemented as per the scope, quality and specifications
b) Job Specifications
For appointment to this grade, a candidate must have: –
(i) Bachelors’ Degree in Civil Engineering or in any other related discipline from a recognized institution
(ii) At least two (2) years proven relevant work experience on supervision of civil work
(iii) Candidate’s with hands on experience in outside plant (OSP) and Inside plant (ISP) fiber installations are advantaged
(iv) Membership to a relevant professional body
(v) Proficiency in analytical methods and willing to learn ICT related installations and supervision.
(vi) Meets the provision of Chapter Six of the Constitution
(vii) Excellent planning, organizational, leadership and interpersonal skills.
2.0 ICT Officers, ICTA 8 (3 positions) – (Mandera, Garissa, Wajir)
The main purpose of the Job will be;
To provide technical support to national initiatives at county level. The work involves a combination of onsite and remote support provision as well as back end technical support for infrastructure and systems. It will involve liaising with stakeholders and users at county and lower levels.
a) Duties and responsibilities will entail;
(i) Provide onsite and back office technical support to government offices in counties including schools
(ii) Champion successful implementation of ICT programmes/projects at county level
(iii) Secure and maintain infrastructure and systems in counties in line with national guidelines and standards
(iv) Identify and develop necessary solutions to enhance deployment of national programmes/projects in counties such as the Digital Literacy Programme (DLP), National Optical Fibre Backbone Infrastructure (NOFBI), County Connectivity Project (CCP), Integrated Financial Management Information System(IFMIS) amongst others
(v) Identify, monitor and record frequently occurring problems and liaise with the users, project teams and contractors for their resolution
(vi) Provide help desk support and training to users from government offices/schools
(vii) Assist in the management of SLAs for contractors for national ICT projects being implemented at county level
(viii) Liaise regularly with users and school administrators to ensure successful implementation of critical projects and make recommendations
(ix) Monitor, evaluate and submit regular reports on county benchmarks on e-Government services against national and international standards
(x) Liaise frequently with the National Support centre and report prompt issues which might hinder the success of the programmes
b) Job Specifications
(i) At least an upper 2nd degree in any of the following fields: Bachelor degree Computer Science/ Information Communication Technology or in Electronics/Electrical Engineering from a recognized institution
(ii) Must have graduated within the last three(3) years
(iii) One year internship or working experience in IT environment preferably in government. The experience involved trouble shooting IT problems , software development and network support
(iv) Knowledge of Computer Hardware, Software and Networking is desirable
(v) Excellent interpersonal skills
(vi) Report writing and documentation skills
(vii) Proven analytical and problem-solving abilities
(viii) Ability to effectively prioritize tasks in a high-pressure environment
(ix) Experience working in a team-oriented, collaborative environment
