Deputy Director, Human Resources & Administration
Job Grade ICTA 3
Duties & Responsibilities
- Coordinating development, implementation and review of HR policies, regulations, guidelines; strategies, procedures and guidelines.
- Coordinating recruitment, staff training and development programmes and industrial relations matters.
- Providing technical advice on HR issues and interpreting HR policies, rules, regulations and statutes.
- Overseeing human resource management activities including preparation of HR budget, recruitment, selection, placement, promotion, career management, training and development, staff welfare, discipline, salary administration.
- Undertaking continuous appraisal and review of the Authorityâs terms and conditions of service and making recommendations for improvement.
- Coordinating the implementation of the performance management system.
- Overseeing human resource planning and development.
- Analyzing the staffing levels and making proposals for succession planning.
- Overseeing training and development of staff.
- Coordinating Training Needs Assessments and ensuring implementation of suitable training programmes.
- Monitoring and evaluating effectiveness of training and development programmes.
- Coordinating development and implementation of Performance Management System.
- Coordinating development, implementation and review of Career Progression Guidelines.
- Facilitating human resource planning and succession management.
- Managing the Human Resource Information Management System.
- Managing employee relations, maintaining staff discipline, coordinating staff welfare schemes and programmes.

Personal Specifications
- At least nine (9) years relevant work experience (3 in management).
- Bachelorâs degree in HRM, Industrial Relations, Public/Business Administration, Political Science, Anthropology or Social Science.
- Masterâs degree in HR, Management/Development, Industrial Relations, Public Administration.
- Higher Diploma in Human Resource Management.
- Leadership course (less than 4 weeks) from recognized institution.
- Membership to Institute of Human Resource Management (IHRM).
- Meets Chapter Six (6) of the Constitution.
- Certificate in computer application skills.
- Demonstrated high degree of professional competence & managerial capability.

Assistant Director, Programme Management
Job Grade ICTA 4
Duties & Responsibilities
- Participating in developing Government Enterprise Architecture (GEA), project Governance Standards and guidelines.
- Ensuring project charters from MDCAs are consistent with approved GEA.
- Providing guidance in establishment of appropriate project Governance structures.
- Participating in disseminating approved programme and project Governance framework.
- Developing programme and project initiation, delivery and budget documents.
- Liaising with agencies in multi-agency programmes to establish implementation structures, strategies, resource requirements and benefits plans.
- Assigning competent programme and project managers to critical programmes and projects.
- Ensuring stakeholders are well informed and involved in all programme and project activities.
- Supporting communication of successful delivery and coordination of prompt reporting.
Personal Specifications
- At least seven (7) years relevant work experience.
- Bachelorâs degree in Project Management + ICT certificate; OR BSc in Computer Science, Software Eng, ICT, Electronics + Project Management certificate.
- Masterâs degree in Computer Science, ICT, Project Management or related field.
- Certification in PMP, CAPM, CSM, MPM, IAPM, CompTIA Project+ or PRINCE2 Practitioner.
- Certificate in Management course (not less than 4 weeks).
- Member of relevant professional body.

Principal Legal Officer
Job Grade ICTA 5
Duties & Responsibilities
- Providing legal advice, drawing contracts, agreements and legal documents.
- Undertaking legal research, preparing Quarterly Legal Reports, Board Resolutions, Minutes.
- Identifying legal and compliance risks, managing risk exposure by ensuring statutory compliance.
- Liaising with external lawyers on litigation, formulating defense, gathering evidence.
- Preparing and monitoring Divisionâs budgets and expenditures.
- Providing advice on legal proceedings and representing the Authority in litigation matters.
Personal Specifications
- At least five (5) years relevant work experience.
- Bachelor of Laws (LLB) degree.
- Postgraduate Diploma in Legal Studies (CLE).
- Masterâs degree in Law or Social Sciences.
- Admitted as an advocate of the High Court of Kenya.
- Certified Public Secretary (CPS-K) or equivalent.

Duties & Responsibilities
- Implementing and reviewing M&E policies, strategies, programmes and guidelines.
- Coordinating development of performance frameworks, indicators and targets.
- Preparing and reviewing progress reports, coordinating data collection and analysis.
- Presenting M&E annual reports, documenting best practices and shared learning.
- Establishing and managing performance monitoring frameworks.
- Reviewing operations as required by IAF, providing periodic evidence-based information.
- Monitoring, evaluating and reporting on ICTA projects, strategies and programmes.
- Coordinating programmes, projects, work plans and overall monitoring framework.
- Advising the Authority on M&E matters; planning and budgeting for the division.

Duties & Responsibilities
- Developing and reviewing internal audit guidelines, processes and procedures.
- Ascertaining compliance with internal audit statutes, policies, administrative circulars.
- Implementing audit mechanisms, analyzing adequacy of internal controls.
- Identifying and profiling risks in audit assignments, undertaking internal audits.
- Preparing detailed work papers and reports on audit findings with recommendations.
- Executing audit activities to ensure reliability of information and effective use of resources.
- Presenting reports to Internal Audit Committee, carrying out special audits, and follow-ups.
Personal Specifications

Principal ICT Technical Support Officer
Job Grade ICTA 5
Duties & Responsibilities
- Ensuring continuity of computer system services, supervising installation of software, modifying/repairing hardware.
- Participating in testing new technology, verifying change requests and recommending action.
- Installing and configuring computer hardware, operating systems and applications.
- Assessing risks associated with ICT changes, updating central e-records of assets.
- Monitoring and maintaining systems/applications and networks (emails, websites, databases).
- Troubleshooting hardware, software and network faults.
- Preparing technical documents, manuals and reports; advising on ICT resource specifications.
- Logging, analyzing and resolving incidents and customer queries; escalating complex issues.
- Preparing regular reports on ICT queries and responses from end users.
