Mr. John Sergon, EBS – Acting CEO, ICT Authority
John Sergon has been appointed the Acting Chief Executive Officer of the ICT Authority effective 22nd March, 2018.
Until his appointment, he was the Director of ICT at the Ministry of ICT in the State Department of ICT & Innovation, overseeing the numerous high value ICT projects under the Ministry. Before then, he was the Ag. ICT Secretary, Directorate of e-Government and Director ICT at the Directorate of e-Government, in the Office of the President.
In addition, John has a wealth of experience in the security sector where he was the Director ICT in the National Security Intelligence Service from 1999 to 2008, a post he held until he was transferred to the Directorate of e-Government.
John holds a Business Administration Bachelors degree from the University of Columbia, USA and MSC, Information Systems Management from the Bowie State University.
Mr. Sergon brings to the ICT Authority over 24 years’ experience in public service, mainly in the ICT and security sectors. He is married and has three sons.
Mr. Robert Mugo – Director, Shared Services
Robert Mugo is the Director in charge of Shared Services at the ICT Authority.
He has over 21 years’ experience in which his roles have included Chief Technical Officer at Wananchi Group, Chief Information Officer at Safaricom, CEO at Flashcom, Technical Director at UUNET and Head of Technical Operations at Africa Online Group. He has also held senior positions in industry bodies including the Telecommunications Service Providers of Kenya (TESPOK), the Telecommunications Network Operators Forum (TNOF) and Africa CDMA Forum (ACF).
He holds an MBA in Strategic Management and a B.Sc. degree in Electrical Engineering, both from the University of Nairobi. He is also an alumnus of the Pan African Advanced Management Programme jointly run by IESE Business School, Strathmore Business School and Lagos Business School.

Eunice Kariuki-Director Partnerships, Innovation and Capacity Development
Eunice Kariuki is the Director of Partnerships, Innovation and Capacity.
Prior to her present position she was the Marketing Director at Kenya ICT Board for 7 years. She also worked in Microsoft as a Public Sector Account Manager in charge of Education in Eastern and Southern Africa, Eastman Kodak and Avro International Aerospace in UK. She also founded and managed Records & Archives Management Systems (RAMS) Ltd.
She holds an MBA in Strategic Management from Maastricht School of Management affiliated to Eastern Southern African Management Institute (ESAMI), a BSc. (Hons.) Degree in Business Studies from UK, a Higher National Diploma in Business Information Technology (BITech), and Chartered Institute of Marketing (CIM) Diploma. She has been a member of the CIM since 1998. She is also a member of the Institute of Directors.
Kipronoh Ronoh Paul-Director Programmes and Standards
Kipronoh Ronoh is the Director Programmes and Standards at the ICT Authority.
He has held key senior positions in the past, among them: Head of ICT and Quality Management System at Kenya Urban Roads Authority and Head of ICT at Kenya Civil Aviation Authority.
He holds a Master’s Degree in Business Administration and a Bachelor of Science Degree in Computer Science from the University of Nairobi. He is currently pursuing his PhD at JKUAT. He also holds professional qualifications in Microsoft Certified Systems Engineer (MCSE) and Cisco Certified Network Associate (CCNA).
